Byelaws

One of the new responsibilities given to us by the Marine and Coastal Access Act 2009 is the making of byelaws in English inshore waters to protect marine protected areas (MPAs) from activities which have the potential to harm these sites. Inshore fisheries and conservation authorities (IFCAs) will be responsible for introducing any fisheries byelaws within their districts.

The need for management measures to be introduced for European marine sites will primarily come from Natural England reviews and identification of harmful activities. Marine conservation zone byelaws may be introduced at the same time as their designation. During the site selection process the regional project groups may also identify the requirement for possible byelaws.

We issued an emergency byelaw for the protection of the Portsmouth Harbour European Marine Site on 17 January 2011.
