ABP Hull – Green Port Hull development

ABP Hull applied for marine licences for proposed works to construct a wind turbine manufacturing facility at Alexandra Dock, Hull, known as Green Port Hull. The works will include infilling a third of the dock, the creation of two ro-ro structures, the repair of the eastern jetty arm, additional capital dredge to widen the berth pocket and the disposal of dredge material.

We carried out an appropriate assessment (AA) on the effects of the Green Port Hull development to the Humber Estuary European marine sites. Our AA concluded that the development would have an adverse effect upon the integrity of the interest features of the Humber Estuary Special Area of Conservation (SAC), Special Protection Area (SPA) and Ramsar site (Wetland of International Importance). Following this conclusion, ABP Hull prepared a case for alternatives, imperative reasons of overriding public interest (IROPI) and compensation.

We concluded that adequate mitigation strategies had been agreed to minimise or altogether remove the potential impacts of the works. With regard to the 7.5 hectare habitat loss within the Humber Estuary, we are satisfied that the case for alternatives solutions and IROPI had been answered in accordance with Regulation 62 of the Conservation of Habitats and Species Regulations 2010. Furthermore, we are satisfied that compensatory measures have been secured to ensure the overall coherence of Natura 2000 is protected in accordance with Regulation 66. The Secretary of State (SoS) notified the MMO on the 17 July that the case for Green Port Hull had been considered and that a strong case had been made to demonstrate no alternative solution and that there is IROPI. The SoS also considered that in the event satisfactory compensatory measures will be in place and delivered the SoS has no objection to us agreeing to the Green Port Hull proposal.
